The Ministry of ecology and environment will carry out remote sensing monitoring of ozone precursors in key areas by means of satellite remote sensing, and select key areas of concern for VOCs control; make full use of such means as navigation monitoring, manual sampling monitoring and VOCs traceability analysis to determine the key controlled VOCs substances, species list, industry list and emission links.
Third, adhere to the rule of law. Strictly supervise and manage according to law, do not involve compulsory measures such as shutdown, peak shifting production and emergency management and control, do not carry out "full coverage" and "one size fits all", reduce the frequency of on-site inspection for enterprises included in the positive list of supervision and law enforcement, and minimize the interference to the normal production of enterprises.
According to the requirements of the plan, from July to September, the Ministry of ecology and environment will organize the prevention and control of ozone pollution in summer, strengthen supervision and assistance, organize expert teams to go deep into key areas, the border areas of Jiangsu, Anhui, Shandong and Henan, and other areas with heavy ozone pollution prevention and control tasks to guide local governments to optimize VOCs control plans, and pay close attention to industrial parks, enterprise clusters and key control enterprises The existing problems should be tracked and managed in the form of "drawing up and keeping accounts".
